Who gains from moving to the incinerator waste?

The waste crisis in Campania and sludge in Piombino Bagnoli are two sides of same coin. The mayor of the rest Anselmi has never wanted us to speak of waste (euphemistically called them "materials") as President of the Region Martini admits explicitly stating that " Tuscany his hand, is already doing, accepting the waste Special Bagnoli in Piombino. A question arises: who is the liar?

So there are similarities between the waste crisis in Naples and that of municipal waste Bagnoli who decided to bring in Piombino. There are similarities and mingling that makes the picture even more worrying.

The 1st is lexical similarity: both are described as "emergencies." Why? In reality are two situations do not arise at all so sudden or unexpected, as can be for flood, earthquake or other disaster, are situations that come from far away (15 years) and are the result of poor management of public . Not only were widely expected, but could have been resolved with an ordinary and prudent management by local authorities and the State, without going to a state of national emergency and waste of public money. The analogy is 2 ^
environmental rules in accordance with good environmental policy both cases were be resolved within the region, as happens in all modern countries with less risk and less waste of public money.

The 3rd analogy about democracy: you try to solve both cases (the "rubbish" in Naples and filled with poisonous Bagnoli) with emergency procedures. As you know these are procedures that modify skills, powers and balances between state bodies, with severe and inevitable change in the rules of democracy, transparency, legality, participation and competition. In fact the resulting solutions have already adopted or will be taken pass over the heads of citizens and the territories.

The 4 ^ analogy is economic: in both cases there is someone who makes money, legitimately or not, and that makes profits in spite of the public health and the environment.

The 5th analogy is the moral responsibility of no one pays to have produced these so-called emergency situations, but in reality are primarily the result of bad policy, and sometimes dell'inconcludenza of ill repute.

These considerations relate to Naples, Bagnoli and also concern about Piombino, where no one place in time the problem of disposing of industrial waste from steel works and the reclamation of industrial areas. In all cases, instead of moving the waste clean up and this really demonstrates the inability of mayors, presidents of the region, public and private administrators to manage the collection and disposal of waste or Bagnoli Piombino. A legitimate question is: Who gains by the movement of waste?
